extends CreateOMElementTestCase

Tests the behavior of the createOMElement methods in OMFactory if an empty namespace prefix is given and an existing namespace declaration for the same URI but non empty prefix is in scope. In this case, createOMElement must use the empty prefix and not the existing prefix.
